Hanlon drops his. Was stuck here for roughly 2 hours. I've never come across this bug and I'm on 360, so I guess I can't help you. Inform Chief Hanlon what you and Sergeant Reyes discovered. They can be left waiting outside the resort before going in to prevent this. I used to not let these glitches bother me, but it's starting to get ridiculous. This might not help you but you could try using a stealth boy and reverse pickpocket some C4 onto him. Unfortunately stealing in this game is done very poorly.
You can choose to kill Hanlon yourself, which he warns you is a bad idea due to being in the middle of a ranger base.

This will at least set the quest to completed and Hanlon will just wander off to his room. Sergeant Reyes at Camp Forlorn Hopehas encountered some inconsistencies between the camps numbers and the reports they receive and she believes their radio security codes may be been compromised. If that fails and you REALLY want that gun, well there's always TCL and/or Disable again.

If you are playing in favor of Caesar's Legion, you still can complete this quest and, If you return to Reyes, she'll ask you what Chief Hanlon had to say about the bogus reports.
